Hello sister,
You asked if it was too late to join "A Wife's Biblical Submission" Bible Study. The answer is, "no, it's not too late." It's an ongoing study and we have sisters all over the world doing the study and they have all started at different times. But no matter when they start, God always seems to provide a two or three who start with them.
